Not sure if this will work for all but this is how I did it. You must be able to 'Skip' the tutorial and go directly to the harbor from Korthos. Go to the harbor and talk with the NPC who normally gives you the bags, Mari Mosshand. She will not have an icon over her head but should give you 2 bags anyways - 1 small gem, and 1 small collectables. Now you need to complete all quests ...
