I believe that's taken from a song called "Safety Dance" from a Canadian act called Men Without Hats.

...but I've been known to be wrong.

Not sure, think you are right. It's an older song. I'll have to sing it so you know the tune... My wife says "yes, Men without Hats". ... not sure why the lyrics I found did not quote the band... my bad.

It also has a midget in the music video.
