This is not how it's always been. If that were the case, then we've wasted a lot of time and effort on going in circles. Option D is our current state of affairs, and option B represents a definite shift away from the unfettered recruitment that's been going on for as long as I can remember.
What I'd like to know now, is what happens when the council and leader is elected. More specifically, are officer tags going to be removed and then redistributed to "those who are established in the guild and have shown good judgment on recruiting"? As laid out in the specifics of option B above.

I don't want to speak for anyone, but I would expect that to be the case. I would also like to recommend that only MAINS have officer tags, but that will be up to the leader and council....

It has always been this way in Storm Shadow. Only officers can recruit members, and the guild leader is the only one that can decide who should be promoted to officer status. I think that perhaps the confusion lie in WHO the guild leader is promoting. It may be that the promotions have been non-discrimanatory in the past. If that is the case, there is not an issue with the process, but the leader's decisions.
One question about the council. We are voting for members, and I already have made my votes, but my question is: What are the council assignments/authorities going to be. In retrospect, it probably would have been better to know this before I voted It was my understanding that the council function was to mediate conflict and promote guild events/functions.

Your understanding is correct. I do not think there will be specific functions. I'm sure certain council members may handle certain items, but they already do that now (ie Pan and the Cleric Fund).
Hopefully the council will provide better time coverage if there is some sort of issue, and also set up more events.
One thing the initial council will do is finalize a draft of guild policies ( i posted a draft just to get some ideas out there). Once that is done it will become a document that new members can read so they know what being in Storm Shadow entails.
